This Repository brings together practical examples of (digital) teaching in higher education can be maintained in spite of low resources and unstable infrastructure. Drawing on experiences from different institutional and national contexts – comprising rural areas in developing countries as well as contexts of natural disasters and conflict – it illustrates concrete approaches to maintaining teaching and learning, supporting students and staff, strengthening organisational preparedness and adapting institutional practices.

The CLOUD-HED Fireplace Talk brings together higher education experts from institutions in Ukraine, Moldova and Georgia to discuss how teaching and learning can be maintained when infrastructure is unstable, access to digital resources is limited, or institutions are affected by conflict and crisis. Drawing on their professional and institutional experiences, the speakers share practical strategies, challenges, and lessons on digital teaching, student and staff support, institutional adaptation, and resilience in disrupted higher education environments.

The Educator Toolkit provides practical guidance for teaching in crisis-affected, disrupted and predominantly digital learning environments. It supports educators in creating flexible, inclusive learning experiences; maintaining student engagement; adapting communication and assessment; and responding sensitively to different student circumstances.

The Psychological Skills Library is a practical collection of evidence-informed activities designed to support psychological well-being and resilience, and addresses students and teachers alike. It offers adaptable exercises on stress management, emotional awareness and regulation, coping, communication, self-care, and social connection. The activities can be used independently or incorporated into teaching, training and student-support initiatives, enabling students, educators and support professionals to select approaches that respond to their specific needs and circumstances during crises and other demanding situations.

Student and teacher resilience is not (only) an individual question, but also an institutional one. The Institutional Toolkit supports preparedness, responsiveness, and resilience before, during and after crises from an institutional perspective. It provides practical guidance and reflection tools to examine institutional structures, communication, teaching and learning continuity, digital infrastructure, student and staff support, and coordination across organisational levels. It also helps institutions identify existing capacities, address potential gaps, and develop context-sensitive strategies to maintain accessible and effective higher education under challenging conditions.
