Assessing Institutional Readiness
for the Cloud University Model

With its commitment to advancing resilient, flexible, and accessible higher education, the CLOUD HED project is conducting an in-depth assessment of institutional preparedness for transitioning toward the Cloud University Model. This model aims to enable universities to sustain operations and ensure continuity of learning, particularly during crises such as armed conflicts and other large-scale disruptions.
 

The readiness assessment focuses on three critical domains within higher education institutions (HEIs):
 

  • Management Structures: Evaluating whether governance models, decision-making processes, and leadership systems are adaptable to cloud-based and hybrid education environments.

  • Teaching Conditions, Practices, and Curricula: Analyzing the extent to which faculty competencies, pedagogical practices, and curriculum designs are prepared for flexible, digital-first delivery.

  • Technical and Infrastructural Requirements: Examining whether institutions possess the necessary technological infrastructure, digital tools, and support systems to sustain cloud-based education.
     

The findings from this analysis will inform the next phase of the project, which involves identifying key requirements, potential institutional challenges, and corresponding mitigation strategies to support a successful transition to the Cloud University Model.
 

This effort represents a step toward equipping higher education institutions with models that are not only future-ready but also resilient in the face of complex global challenges.
